Same country, same currency, same general idea of a snagging inspection in Abu Dhabi before you accept the keys—how different could it really be?

Quite different, actually. The two emirates run on separate regulatory bodies, separate laws, and different timelines for escrow, fees, defect fixes, and dispute escalation. Buyers who go into an Abu Dhabi handover expecting Dubai’s rules often miss deadlines or accept units they shouldn’t have—simply because they didn’t know the framework underneath had changed.

Dubai’s framework is via RERA/Dubai Land Department (DLD), and the DLP is a standard 1 year. The defect fixing process in Abu Dhabi is governed by the Department of Municipalities and Transport (DMT) and the Abu Dhabi Real Estate Centre (ADREC), the standard defect fixing period is 30-60 days, with a longer 1-year warranty. In Abu Dhabi, escrow funds can’t be released until at least 20% of construction is verified by independent engineering auditors approved by DMT, and funds can never go toward land purchases, broker commissions, or marketing.

SPA Handover Timelines and Legal Backing

The Sales and Purchase Agreement (SPA) should specify the exact date of the handover, and in Dubai and Abu Dhabi, there are penalties and/or compensation options for delay, as per the terms of the agreement. Under Abu Dhabi’s Law No. 2 of 2025, this is a formal and legally-binding obligation, and even that clause that allows a buyer to view the unit prior to handover is only a goodwill gesture by the developer, not a snag.

  • Dubai: Developers register with DLD and must have projects tracked through the interim real estate register before selling off-plan.
  • Abu Dhabi: Developers must appear in ADREC’s Real Estate Development Register and renew their license annually; licensing now also covers related activities like brokerage, valuation, and surveying.

An unlicensed or unregistered developer in either emirate is a red flag before you even get to the snagging stage—verify registration first.

Defect Liability Periods: The Biggest Practical Difference

Dubai's One-Year DLP (and 10-Year Structural Warranty)

Dubai gives buyers a 12-month DLP from handover for finishing, MEP, and installation issues, under Law No. 6 of 2019. Separately, the UAE Civil Code (Federal Law No. 5 of 1985, Article 880) provides a 10-year structural warranty, jointly held by the developer and contractor, which can’t be waived by contract. Most snagging items—paint, tiling, fixtures, HVAC, electrical—fall under the 1-year window, and anything undocumented when it closes becomes your expense.

Abu Dhabi's Fix Window and One-Year Warranty

Abu Dhabi compresses the front end: once defects are logged during the pre-handover inspection, developers are generally expected to correct them within 30 to 60 days. Buyers also get a broader 1-year warranty for issues surfacing later. The shorter initial window means less room to sit on a snag list before pushing for action.

Handover Fees: What You'll Pay in Each Emirate

  • Dubai: DLD registration fee (commonly around 4% of property value), typically paid at the sale/transfer stage rather than tied specifically to snagging.
  • Abu Dhabi: A fixed 2% Abu Dhabi Municipality (ADM) registration fee at handover, plus any service charges — all of which must be pre-approved by ADREC and disclosed in the SPA upfront, so there shouldn’t be surprise charges layered on at the same time you’re negotiating snag fixes.

When and How Snagging Actually Happens

  • Dubai: Inspection typically happens right before or immediately after handover; the snag list goes to the developer, and a re-inspection confirms fixes before ownership registration proceeds through DLD.
  • Abu Dhabi: Buyers inspect before formally accepting handover, defects get documented against the SPA, and the developer works against the 30–60 day window.

In both emirates, a written, photo-documented report is what protects you — verbal agreements about fixes carry little weight in a dispute. 3 Mistakes Buyers Make Assuming the Rules Are the Same

  1. Filing a complaint with the wrong authority. RERA has no jurisdiction over Abu Dhabi handovers, and ADREC has none over Dubai ones — buyers lose weeks realizing they’re in the wrong system.
  2. Treating the fix window like Dubai’s full 12 months. Sitting on a snag list the way you might in Dubai can mean missing Abu Dhabi’s much shorter window entirely.
